Two decisions cover a Windows licence.

Home or Pro. Home covers everything most people do. Pro adds features that matter in a work context: BitLocker full-disk encryption, Remote Desktop hosting so you can connect in to the machine, joining a domain or Azure AD, Hyper-V virtualisation, and Group Policy management. If you work from home for an employer, or run virtual machines, Pro is usually the one you need. If you do not use any of those, Home is sufficient and cheaper.

OEM or retail. An OEM licence is tied to the first machine it is activated on and cannot be moved to a replacement PC. A retail (FPP) licence can be transferred to a new machine when you upgrade. OEM costs less; retail is worth the difference if you rebuild your PC regularly.

One practical note: Windows 11 has firmware requirements, including TPM 2.0 and Secure Boot. Check an older machine will accept it before buying a licence.
